This Beef Tortilla casserole with deliciously seasoned ground beef, corn, tomatoes, and beans in between flour tortillas is a great school night dinner that everyone will love. Mexican food is simply one of the easiest and most flavorful cuisines you can eat and lets face it- adding on hot sauce, sour cream, and gaucamole doesn’t hurt either!
If you are looking for a layered casserole with flour tortillas (just like a Lasagna but with Mexican food) this one is for you!
Mexican Beef Casserole with Flour Tortillas
This recipe is really simple. First you make up your ground beef and seasonings and then layer between tortillas, bake and serve! Your casserole should be filling, keep you full, and have loads of delicious cheese!

- 1 lb, lean ground beef
- 1/2 cup chopped onion
- 1 package, 1 oz, taco seasoning
- 1 teaspoon oregano
- 1 can, 15 oz, black beans, drained and rinsed
- 1 can, 15 oz, tomatoes with chilies (Rotel)
- 1 can, 15 oz, corn, drained
- 1 can, 15 oz, tomato sauce (or 2 small, 8 oz cans)
- 6, 8″ flour tortillas
- 2 cups shredded cheddar cheese
- (OPTIONAL) chopped fresh cilantro or chopped green onions for toppings
- (OPTIONAL) If you want more kick, be sure to add 1 can, 4oz, diced green chilies. I never drain them
Casserole Recipe Variation Ideas
- Add fully cooked Spanish rice in between your layers for more filling
- Need Crunch? Try crunched up Spicy Doritos on top mixed in with your cheesy layer.
Heat Levels!
I always like an element or oregano, taco seasoning and chilies can make for a spicier meal, but its so easy to tone it down.
In my house I tend to leave the little bit of spice and make everyone use sour cream to finish it off, but if you want to tone it (or honestly spice it up) just adjust the ingredients for a plainer version – or add the option green chilies to go the other direction.
Can you use Chicken in this Recipe?
Yep! If you use chicken either make it up into small bite sized pieces with the onion or boil and shred it down. Then continue with the original recipe. I also have a different Mexican Chicken casserole recipe made in a cast iron pan and using crunchy tortilla chips if you want to check out that combination.

I am so sorry but this recipe is not low carb or Keto diet friendly for those on a strict diet.
Can I use Tortilla Chips instead of Flour Tortillas?
Crunchy chips and flour tortillas are not the same thing, but I have a variation with chips on the bottom in my Mexican ground beef casserole if you prefer that.
Layering Mexican Casserole
Preheat oven to 350 and grease a 9×13 baking pan with nonstick cooking spray. Set aside.
In a large skillet, heat beef and onion until no longer pink.
Add taco seasoning and oregano and mix well.
Stir in beans, corn, tomatoes and tomato sauce.
Mix well and heat in skillet for 5 minutes on medium high or until bubbly. Remove from heat.
Spoon about 1 cup of meat mixture into the bottom of the prepared pan.
Add 2 tortillas on top, overlapping to fit into the pan.
Add 1/3 of the meat mixture and top with 1/3 of the shredded cheese.
Repeat this twice, adding tortillas and bean/meat mixture and ending with cheese on top layer.
Bake casserole for 15 minutes or until cheese is fully melted.
Serve topped with fresh cilantro or chopped up green onions.
Serves 8-10
